PostalBank has realigned its organization into a flatter and more flexible structure that shall respond to the changing needs of the customers and shall encourage innovation in banking operations. This is part of the strategic initiatives being undertaken by the Bank, as it also named new key officers in various positions.

Mr. Higinio C. Fabian, has been appointed Senior Vice-President for Branch Banking Group effective October 27, 2011. Mr. Fabian has extensive management experience having occupied top management positions in various companies for over 30 years including the Presidency and Chairmanship of some of them. As Head of BBG, Mr. Fabian is in charge of the administration and daily operations of the Branch Banking Group directly reporting to the President and CEO on matters as Deposits, Loans, Profits, past due and other concerns of the branches. Further, ATM Operations Department, formerly under the ICTG is now transferred to BBG.

Mr. Samuel S. Basiao, a former Citibanker who was also Vice President at the United Overseas Bank Philippines (UOBP) from September 2000 to January 2006, assumed as the Vice President of the Account Management Group (AMG) last September 16, 2011. Aside from supervising the loans operations of the Head Office, he is concurrently overseeing the activities of the Remedial and Asset Management Department (RAMD) and the Credit Appraisal and Investigation Department (CAID). AMG includes the Head Office Loans Department (HOLD) and Branch Loans Department (BLD), while RAMD and CAID are directly under the Office of the President and CEO.

Meanwhile, the Office of the General Counsel (OGC) is now headed by Atty. Mark Joseph N. Ocampo as Assistant Vice President. He is also Acting Head of the Compliance Office pursuant to the Bank’s Succession Plan, pending the hiring of a full- time Compliance Officer. Atty. Ocampo is the Founder and CEO of Ocampo Consulting (OC), a firm that focuses on helping people avoid litigation thru amicable settlement via mediation. He was admitted to the Philippine Bar in April 2005 and completed his Master in Business Administration (MBA) at the Ateneo Graduate School of Business in 2010.

Support Services Group (SSG) is now headed by Assistant Vice President Patria P. Madrio. Prior to her designation, AVP Madrio was Head of Accounting Department, and has worked with PostalBank since 1994 in various positions specifically in the areas of accounting and comptrollership. AVP Madrio is a Certified Public Accountant (CPA).

IT Consultant Mr. Hermenegildo R. Estrella, Jr. on the other hand, provides guidance to Manager Emmanuel V. Cama, Jr. who has been designated as the Officer-In-Charge of Information and Communications Technology Group (ICTG). Mr. Estrella, prior to being an independent consultant in 1985, held senior management positions in Ayala Investment and Development Corporation, among others. In addition, he has more than 40 years experience in information technology applications, systems engineering, marketing and sales, and change management. Mr. Estrella is currently steering the Group, as mandated by the President and CEO in the development and implementation of the Bank’s Information Systems and Technology programs with the help of Mgr. Cama and his young and dynamic staff.

Meanwhile, Treasury Group remains under the leadership of Vice-President Alda R. Bañez, while Corporate Planning and Human Resources under AVP Dennis I. Llabres and AVP Gilmarie Jane P. Decena, respectively.

With the new Management Team sharing the same vision and fully cooperating and supporting the organization’s strategic plans, PostalBank is now ready to meet the challenges of the competitive banking environment.
